EA to Governor, Udoka, Advocates Police Reform Through Training, Reorientation on Crown FM
The Executive Assistant to the Governor on Security Matters, Engr. Udoka Emmanuel Chika-Dibie, has called for comprehensive police reform with a strong emphasis on continuous training, reorientation, and professional development for officers.
Speaking during a radio engagement on Crown FM, the security expert and Superintendent of the Supernumerary Police highlighted the critical role of refresher courses in enhancing modern policing standards. According to him, regular training enables law enforcement officers to stay updated on evolving laws, policies, and global best practices, thereby improving their effectiveness in a rapidly changing society.
Engr. Chika-Dibie stressed that reorientation programmes should prioritize de-escalation techniques and community engagement strategies. He noted that such approaches are vital for building trust and fostering cooperation between the police and the communities they serve.
He further advocated for the inclusion of cultural competency training, explaining that understanding diverse social and cultural backgrounds can significantly improve communication and reduce tensions during police-civilian interactions.
The Governor’s aide also underscored the importance of mental health awareness in police training, stating that equipping officers with the skills to manage crisis situations involving vulnerable individuals would promote safer outcomes for both officers and civilians.
On accountability, Engr. Chika-Dibie emphasized that refresher courses must reinforce ethics, integrity, and responsibility within the force, helping to build a more transparent and accountable policing system.
He added that integrating community feedback into training programmes would ensure that policing strategies align with the needs and expectations of the public, while strengthening community policing initiatives.
While acknowledging that large-scale personnel or structural changes may sometimes be necessary, Engr. Chika-Dibie maintained that sustained investment in training and reorientation offers a more practical and long-term solution to improving police performance and public confidence.
Engr. Udoka Emmanuel Chika-Dibie is a Superintendent of the Supernumerary Police, as well as a threat and intelligence analyst, digital forensic analyst, and general security expert.
