Monday, 2nd February, 2026. Abuja. The Delta State College of Health Sciences and Technology has conferred an Honorary Fellowship on the Administrator of the Presidential Amnesty Programme (PAP), High Chief Dennis Brutu Otuaro, PhD.
Chief Otuaro, whose patriotic service to the Federal Government of Nigeria since March 2024 has not gone unnoticed by the school leadership, was honoured at the 8th Convocation of the institution held on the 31st of January, 2026 at the College Sports Complex in Ofuoma-Ughelli, Delta State.
Presenting the award, the Provost of the College, Dr. (Mrs.) Congrat Odiete highlighted Dr. Otuaro’s love for education and his competent, transparent, accountable, and human faced leadership that is transforming the lives of Niger Delta youth through quality education and empowerment.
Ably represented by PAP’s Head of Administration, Dr. Zorab Ebipolade, Chief Otuaro thanked the school for the honour, pledged to do more for the people by tapping the huge love, trust and support of President Bola Ahmed Tinubu for the Niger Delta, and urged the people of Niger Delta to Mr. President.
“It is my immense joy to accept your honour and become a Fellow of this great institution of caregivers. As the Provost has stated, education is a serious business here just as we take the education of Niger Delta youth seriously at the Presidential Amnesty Programme.
“In demonstration of that seriousness, with the love and support of Mr. President, His Excellency, Bola Ahmed Tinubu for Niger Delta, my administration has given over 9,000 scholarships across Niger Delta since March 2024. It is my hope that sooner there will be a partnership between the Delta State College of Health Sciences and Technology and the Presidential Amnesty Programme,” Otuaro concluded cheerfully.
