Udu LG Bans Indiscriminate Dumping of Spoilt Vehicles and Building Materials as Oyibode Signs Bill into Law

In a landmark move aimed at promoting environmental sanity and safety within Udu Local Government Area, the Executive Chairman, Olorogun(Hon.) Vincent Ogheneruemu Oyibode JP, today Monday, November 3, 2025, signed into bye-law a bill regulating the indiscriminate dumping of spoilt vehicles and building materials such as rods, sand, granite, and others on roads, streets, and drainages by developers and dealers in Udu Local Government Area.

The bill, which was sponsored by the Councillor representing the people of Ward one Otor-Udu and Oghior at the Udu Legislative Arm, Hon. Joseph Yoregua, seeks to curb the growing menace of indiscriminate dumping that has caused obstructions, accidents, and damage to road infrastructure across the council area.

Speaking with newsmen shortly after the signing ceremony, Hon. Joseph Yoregua, the sponsor of the bill, emphasized the necessity of the new law, describing it as a timely intervention to protect lives and property within Udu.

“Well, first and foremost, this bill is of great importance due to the careless attitude of some dealers and developers, especially along inner streets and major roads. Many of them have formed the habit of depositing building materials such as granite, sand, and roofing sheets directly on the roads.

This practice not only obstructs free movement but has also caused several accidents, some of which have unfortunately led to loss of lives. The primary responsibility of every government is to protect lives and property, and that was my motivation in sponsoring this bill,” Yoregua stated.

He further appreciated the Executive Chairman, Olorogun(Hon.) Oyibode, for his prompt attention and swift assent to the bill, noting that the action underscores his genuine commitment to good governance and community safety.

“I want to sincerely appreciate the Executive Chairman for signing this bill into bye- law without delay. His action demonstrates that this administration truly has the welfare of the people at heart. It also shows his determination to make Udu a safer and more orderly environment,” the Councillor added.

With the signing of the bye-law, a Seven-Member Taskforce Committee will be constituted in each ward
comprising a Chairman, Secretary, and five (5) members to ensure effective enforcement of the provisions of the law.

According to the new regulation:

Any defaulter found guilty of dumping materials or spoilt vehicles on public roads, streets, or drainages shall pay a fine of One Hundred Thousand Naira (₦100,000) per offence.

Offences involving trucks or blockage of public drainages attract a higher penalty of Two Hundred Thousand Naira (₦200,000).

The defaulter(s) will bear all demurrage or removal charges incurred in the process of clearing such materials or vehicles.

An additional fine, at the discretion of the taskforce, shall apply if the violation persists beyond 24 hours.

In cases involving abandoned trucks, vehicles, or other movable objects, such items shall be taken to the nearest police station and duly registered before being left in their custody.

The new law is expected to serve as a deterrent to erring individuals and corporate bodies while enhancing the general aesthetics and safety of Udu communities.

The signing of this bye-law once again reaffirms the Oyibode administration’s commitment to orderliness, environmental discipline, and protection of lives and property within Udu Local Government Area.
